Another Massacre of Hindus in Jammu & Kashmir - Kashmir News Network questions Colin Powell's "Resume Talks" advice to India

Kashmir News Network (KNN) is shocked, but not surprised, at news of the latest massacre of Hindu civilians by Pakistani terrorists in Jammu and Kashmir. Nearly two dozen Hindus were killed, and dozens more injured in this latest barbaric act sponsored and exported from Pakistan into India. Twice during the year, India has been held back from attacking Pakistani terrorist infrastructure by US promises of reigning in Pakistan. Each time, the promises have been meaningless.

This entire exercise of restraining India, in return for empty vows of shunning terrorism by Pakistani dictator Musharraf, has become an international joke. The episode only serves to undercut American authority when its Pakistani client state repeatedly refuses to honor promises made to the US.

A premonition of this massacre, and other future incidents, was evident in Musharraf's recent interview to Newsweek in which he unabashedly stated that any reduction in infiltration of terrorists into India was not permanent. Pakistan's actions have followed his words, and the infiltration rate has picked up after India withdrew its naval ships from near Karachi. Pakistan's clear goal is to continue violence in the state against Hindus and pro-India Muslims, and disrupt elections scheduled for October.

In this backdrop, Colin Powell's statement yesterday advising India to resume talks with Pakistan is inimical to the security situation in South Asia. One wonders if he would have advised his own President to hold talks with Mullah Omar last October, when the Taliban was prevaricating about handing over Al Qaida suspects and shutting down terrorist camps in Afghanistan.

By allowing the Al Qaida freedom of movement in Pakistan-occupied territories of Kashmir, the US is ensuring the long-term survival and regrouping of Bin Laden's forces. And by allowing Pakistan to continue terrorist sponsorship with the aid of nuclear blackmail, the Bush administration has ensured the setting of a dangerous precedent for other rogue nations of the 21st century.

On its part, India needs to realize that promises made by Musharraf, whether or not they carry the notarized signature of the United States, are meaningless. It needs to take the security of its territory and citizens into its own hands, rather than depend upon third countries. War should now be considered as the primary option for eradicating terrorism in Jammu and Kashmir.
